Le gouvernement marocain a besoin de s’appuyer sur une approche économique et sociale globale. Une telle approche doit intégrer la promotion de la participation des femmes dans l’économie, et inciter l’investissement productif susceptible de créer des opportunités d'emploi pour les chômeurs.

Le Centre Carnegie au Moyen-Orient est un think tank se concentrant sur les politiques publiques et un centre de recherche, basé à Beyrouth, Liban. Il a été créé en 2006 par la Fondation Carnegie pour la paix internationale. Le centre du Moyen-Orient s'inspire du succès du Centre Carnegie à Moscou, créé en 1994. Deux autres initiatives de Carnegie fonctionnent également en parallèle à Pékin et à Bruxelles
Par sa nouvelle présence à Bruxelles, Carnegie Europe combine le travail de sa plate-forme de recherche avec les nouvelles perspectives des centres Carnegie de Washington, Moscou, Pékin et Beyrouth en offrant un vision unique et globale à la communauté politique européenne
Le Centre Carnegie à Moscou, créé en 1994, fut la première institution de recherche en matière de politiques publiques de cette taille et de ce type dans cette région. Le centre rassemble des chercheurs provenant du spectre politique russe et de Carnegie pour fournir un forum ouvert à la discussion et aux débats sur les problèmes nationaux, régionaux et globaux essentiels
La fondation Carnegie a été créée à Washington en 1910 et a, tout au long de son histoire, réussi à maintenir sa posture non-partisane. Elle a fourni des solutions politiques innovantes et pragmatiques tant aux Administrations républicaines que démocrates.
