On January 20, the Carnegie Middle East Center announced the release of the Arabic version of a new report titled “Arab Fractures: Citizens, States and Social Contracts.” On the occasion, Carnegie’s Vice President for Studies Marwan Muasher and Director of the Middle East Center Maha Yahya presented the report at a conference at the Phoenicia Hotel in Beirut.
